2009年4月,《中共中央国务院关于深化医药卫生体制改革的意见》和《2009～2011年深化医药卫生体制改革实施方案》的颁布,对今后我国医疗卫生体制改革的工作重点做出部署。深化卫生体制改革,必须基于社会主义市场经济体制的客观实际,坚持公平与效率统一、政府主导与发挥市场机制作用相结合,充分调动各方力量参与卫生事业发展的积极性,提高医疗卫生机构的服务能力和运行效率。
