在贫困地区,农村小学处于欲罢不能、欲办还休的两难境地,办学成本高昂。高中招生市场上则出现境遇两重天的局面,少数重点校对优秀教育资源形成垄断之势,结果以一校之兴换来的却是一县教育之衰。教育收费水平远远超出了农户的支付能力,农户对现有教育投资成本形成高水平预期,因而降低了教育投资的热情。“以县为主”的教育投资体制不适合贫困县的实际情况,在县级财政能力严重不足而向上级政府寻求转移支付的渠道又不宽敞的现实条件下,降低教育这种公共品的质量或者增加农民教育负担就势成必然了。在贫困地区,教师数量有余而质量不高,分布结构倒挂,成为教育发展的又一难题。
