城市(包括城镇)住宅商品市场属于卖方垄断的市场,卖方垄断价格。住宅商品市场自发调节的结果必然造成市场扭曲,使投资乃至投机行为有机可乘,炒房盛行,政府若不严加管制,就不能保障城市居民的生存权利——居住权利。住宅用地市场自发调节必然造成市场扭曲,使土地成为牟利的手段,政府若不严加管制,就不能保障城市居民的合法权益——土地权益。政府加强管制是解决高房价问题的根本出路。
