在国家积极推进产权多元化改革,发展混合所有制经济的大潮中,国有企业的改革面临诸多困难和风险,但又蕴藏着潜力和机遇,如何把握好时机,克服困难,规避风险,并找到符合企业实际的改革方式方法是改革成功与否的关键。本文结合中国南海石油联合服务总公司(以下简称南服总)对三家下属企业成功实现混合所有制改革的实践经验,研究讨论了国有企业推进混合所有制改革的困难与对策。
In the trend of the state actively promoting the diversification of property rights and the development of a mixed ownership economy, the reform of state-owned enterprises is facing many difficulties and risks, but with potential and opportunities, how to seize the opportune moment, overcome the difficulties, avoid the risks and find suitable enterprises The actual method of reform is the key to the success of the reform. Based on the practical experience of the successful implementation of the reform of mixed ownership by the three subordinate enterprises in China South Sea Petroleum Joint Service Corporation (hereinafter referred to as “Nanfu General”), this paper studies and discusses the difficulties and countermeasures of the state-owned enterprises in promoting the reform of mixed ownership.
