本研究是以社区为基础的微观社会学研究,从农民的视角出发,通过深入的实地调查和资料分析,探讨新农村建设中管理民主的现状及不同类型农民对管理民主的理解和需求。研究指出,目前村级民主政治建设有待加强,农民对“民主”的理解程度较低,各地区民主政治的发展极其不平衡。作为新农村建设的重要保证,管理民主需要在民主选举、民主决策、民主管理和民主监督等方面大力加强,特别要体现农民对国家政策的知情权和村务管理的参与权。
This study is a community-based micro-sociological study. From the perspective of peasants, through in-depth field investigation and data analysis, this study explores the current status of management democracy in new rural construction and the understanding and demand of different types of peasants on management democracy. The study pointed out that at present, the construction of village-level democratic politics needs to be strengthened. The peasants’ understanding of “democracy” is low, and the development of democracy in various regions is extremely unbalanced. As an important guarantee for the new rural construction, managing democracy needs to be vigorously strengthened in the aspects of democratic election, democratic decision-making, democratic management and democratic supervision. In particular, it is necessary to reflect farmers’ right to be informed about state policies and the right to participate in village affairs.
