本研究利用成都市的调查数据和访谈资料,描绘了西部地区农民工在新一波产业转移浪潮中对城镇医疗保险制度的参与态度,对影响其参保的特征因素给出了解释,包括:健康因素、收入因素、稳定因素以及家庭因素。通过分析发现,在影响农民工参与城镇医疗保险的因素中,家庭因素最显著,稳定因素和健康因素次之,而收入因素的作用相对来说不太显著。由此得出结论,在城乡统筹发展的大背景下,城市农民工参加城镇医疗保险的行为选择不再单纯出于经济计算,而更多地表现为一种基于“家庭整体利益考虑”的社会性计算,这体现出城乡之间这一特殊群体面对变化中的机会格局时社会行为的策略性、整体性和适应性。对此,论文提出城乡社会医疗保险制度整合等方面的政策建议。
Based on the survey data and interviews in Chengdu, this study describes the attitude of migrant workers in western regions to the urban medical insurance system in the new wave of industrial transfer and gives some explanations on the characteristic factors that affect their insurance coverage, including: Health factors, income factors, stability factors, and family factors. Through the analysis, we found that among the factors that affect the participation of migrant workers in urban medical insurance, the most prominent are the family factors, the second is the stability factor and the second is the health factor, while the second one is the income factor is relatively less significant. It concludes that under the background of overall development of urban and rural areas, the behavior choice of urban migrant workers to participate in urban medical insurance is no longer simply based on economic calculation, but more on the basis of “the overall interest of the family” Social calculation, which shows the strategic, integral and adaptable social behavior of this special group between urban and rural areas in the face of changing opportunities. In this regard, the paper proposed urban and rural social health insurance system integration and other aspects of policy recommendations.
