日本福岛核泄漏事件带给周边海域核污染以及周边国家不可控制的危害和损失,这个责任可以认定为国际跨界损害责任,责任国应该为其承担责任。但是目前国际法律上关于危害预防,危害认定,以及损害赔偿上的法律缺失使得事故发生以后的处理变得责任不清晰,效率不明显,危害控制没有达到应有的水平。完善国际法上关于核污染跨界损害的法律是必要的,使得事故发生后能有详细的国际法律规章制度可循,及时减少事故带来的损失,控制危险划分责任进行理赔。

It is necessary to perfect the law on transboundary damage caused by nuclear pollution in international law so that detailed rules of international laws and regulations can be followed after the accident so as to reduce the losses caused by the accident in time and control the liability for the division of danger to make claims.
