目前,控规已成为城市建设用地出让和规划管理的重要手段,通过合理确定地块的用地性质和控制指标,控规编制在城市快速发展过程中适应了规划管理需要,发挥了积极的意义。但随着城市发展模式的转变,用地增量扩张式拓展逐步受限,城市开始迈入存量更新发展新阶段,导致现行控规编制呈现出一定的不适应性。为此本文尝试基于城市更新角度对控规编制的优化进行初步思考,以适应城市转型发展的需求。
At present, the regulatory control has become an important means of urban construction land transfer and planning and management. By reasonably determining the nature and control index of land plots, the regulatory establishment has met the needs of planning and management in the rapid urban development and has played a positive role. However, with the change of urban development mode, the incremental expansion of incremental land use has been gradually limited, and the city has begun to enter a new stage of stock replacement and development, resulting in some unfitness of the current regulatory system. For this reason, this paper attempts to make initial thinking on the optimization of the regulatory system based on the urban renewal, in order to meet the needs of urban transformation and development.
