最近,笔者对湖南省某市乡镇干部队伍现状进行了一次调查,发现乡镇干部“本地为官”现象比较严重。乡镇干部本地为官,有利但也有弊,主要表现在以下“四难”。一是“开展工作难”。本地为官者“生于斯,长于斯”,层层叠叠的“关系”,五花八门的“人情”,使他们工作起来受到各种“关系”的羁绊,难以打开新的局面。据调查,约有80%的本地干部,不愿到本村蹲点工作。特别是对做计划生育、催粮、收款等工作,他们更是老鼠见了猫——心惊胆颤。
