2004年10月28日,伊朗石油部长比詹·纳姆达尔·赞加内率代表团访问中国,并与国家发改委签署了《中国国家发展和改革委员会与伊朗石油部合作谅解备忘录》。根据备忘录,中国每年将向伊朗采购1000万吨液化天然气,为期25年;作为回报,伊朗正式将位于西部库尔德斯坦省的亚达瓦兰油田的开发权授予中国石化集团。亚达瓦兰油田储量为170亿桶,仅次于阿扎德甘油田,开发后可形成日产30万桶的能力,中国石化集团可望获得15万桶的权益。
On October 28, 2004, Iranian Petroleum Minister Bijan Namdar Zancane led a delegation to China and signed with the NDRC the Memorandum of Understanding on Cooperation between China’s National Development and Reform Commission and the Iranian Ministry of Oil. Under the memorandum, China will procure 10 million tons of liquefied natural gas each year from Iran for 25 years; in return, Iran formally granted Sinopec Group development rights to the Adawa-Hwang Oilfield in the West Kurdistan Province. With a reserve of 17 billion barrels of oil, Adaaran Oilfield is second only to Azad Glyfield and will be capable of producing 300,000 barrels of daily capacity after development. Sinopec Group is expected to acquire 150,000 barrels of shares.
