制约乡镇档案管理与发展的因素既有乡镇管理机制自身的内在因素,也有档案行政管理部门的外部内素。究其主要原因,应是乡镇管理机制自身的内在因素。笔者分析主要有以下四个方面: 1、受乡镇领导档案意识薄弱的制约不少乡镇领导的档案意识淡薄,对档案工作重视不够。主要表现在:大多数乡镇没有明确领导分管档案工作,或者名义上有领导分管,实际上是分而不管。 2、受档案管理人员档案素质的制约乡镇档案管理人员的档案素质普遍较差。其主要原因:第一、变动频繁。部分乡镇每到领导换届时档案管理人员就变动一次,有的一年中竟变动了四次。第二、兼职过多。乡镇档案管理人员是由乡政府文书兼任的。乡里文件的起草、印鉴、传递、接待、信
