中学德育工作不仅是精神文明建设的重要组成部分，而且其目标同培养“四有”新人的精神文明建设的总体目标相一致，并对抵御西方资本主义国家“和平演变”的图谋具有重要作用，关系到跨世纪宏伟蓝图的全面实现，关系到我国社会主义事业的兴旺发达。只有加强和改进中学德育工作，搞好学校精神文明建设，创造良好的育人环境，教育好广大青少年，努力提高他们的科学文化水平和思想道德素质，才能为迎接新世纪的挑战，为21世纪中国政治、经济的腾飞，实现社会主义精神文明建设目标打下坚实的基础，保证我国社会主义事业的兴旺发达。
