亚洲金融危机过去之后,世界经济的新一轮增长周期已经到来,能源和人才的短缺转而很突出地摆到了各国政府和社会面前。谁控制能源的流动,谁就能控制现实的国际秩序;而谁能够把握人才的流动,谁就能把握未来的综合竞争力。后者对于发展中国家和任何一个以国际大都市为奋斗目标的新兴城市来说,具有更为重要的意义。目前在亚洲的各大城市,在中国大陆的周边,一场新的人才争夺战已经拉开,这意味着和中国大陆争夺经济发展和社会进步之最重要的资源——人才资源的对手,已不仅仅局限欧美诸强了。亚洲大城市一些争夺高级人才的做法和政策,值得中国各省份尤其是沿海城市高度重视,并引以为鉴。
After the Asian financial crisis has passed, the new cycle of growth of the world economy has come. The shortage of energy and talents has, in turn, been prominently placed before the governments and communities in various countries. Who controls the flow of energy, who can control the actual international order; and who can grasp the flow of talent, who can grasp the future of the overall competitiveness. The latter is of even greater significance to developing countries and to any emerging city that strives to become a cosmopolitan city. At present, in major cities in Asia, a new battle for talent has started to take place around mainland China.
