本文系统地论述了海河流域利用水库分期汛限水位调控洪水资源的研究思路和技术框架。首先通过对变化条件下的洪水资源特性、水利工程功能和运行特征的分析与再评估研究,摸清流域可供利用的洪水资源潜力,提出流域洪水资源利用模式及合理配置。在此基础上,重点论述了暴雨洪水季节特征和分期规律以及水库分期汛限水位合理确定和安全运用的分析方法,提出了基于预报调度的实时调度方式,安全利用洪水资源,并对水库运行的蓄水效益和防洪风险的评价提出了建议。
This article systematically discusses the research ideas and technical framework of Haihe River Basin using flood control water level by reservoirs. First of all, by analyzing the characteristics of flood resources, the functions and operating characteristics of water conservancy projects and the reevaluation under the changing conditions, the potential of flood available resources in the basin can be ascertained and the utilization pattern and reasonable allocation of flood resources in the basin proposed. On this basis, the paper mainly discusses the seasonal characteristics and staging of storm floods and the analysis method of reasonable use and safe operation of staged flood control water level. The real-time dispatching mode based on forecast scheduling is put forward, the flood resources are used safely, and the reservoir operation Suggestions on storage efficiency and flood risk assessment.
