党的十六大明确指出:必须毫不动摇地鼓励支持和引导非公经济的发展。个体、私营等各种形式的非公有制经济是社会主义市场经济的重要组成部分,对充分调动社会各方面的积极性、加快生产力发展具有重要的作用。这是金融部门大力支持非公经济的理论依据和政策基础。改革开放20多年来,非公经济对国民经济的贡献率不断上升,特别是在扩大就业、满足人民群众日趋多样化生活需求等方面发挥出越来越重要的优势和作用。据统计,到2002年底,全国工商注册登记的中小企业已超过800万家,占全部注册企业总数的90%以上,其工业总产值、销售收入、实现利税、出口总额分别占全国的60%、57%、40%和60%左右;在流通领域零售网点占全国总数的90%以上,工业部门就业人数占全国总数的73%以上,改革开放以来从农村转移出来的近2亿劳动力,绝大部分被中小企业吸纳。云南省非公经济的发展与全国基本同步。自1988年以来,全省非公经济每年增速均超过20%。一大批非公有制企业快速成长起来,使全省经济发展充满了活力与生机。到2002年底,全省有个体工商户、私营企业74万户,注册资金525.5亿元,资本金在100-500万元的有9008家,500-1000万元的有1237家,1000万元以上的有634家,组建企业集团的有37家;全省非公经济实现增加值600亿元,占全省GDP比重为26.9%,实现社会消费品零售总额359亿元,占全省的50.5%,上缴税金29.5亿元,从业人员达165.2万人。云南省委、省政府一直把积极支持非公经济发展作为一件大事来抓。1998出台了《关于大力发展个体私营经济的决定》,2000年出台了《补充规定》,2003年4月又出台了《中共云南省委、云南省人民政府关于加强非公经济发展的若干意见》。这一系列文件的出台,尤其是最近出台的《若干意见》,突破了非公经济发展的一些政策、行政规章的限制,使非公企业发展的空间不断扩大,非公企业迎来了从未有过的发展机遇。
