据《中国经营报》5月13日报道,世界银行副行长欧内斯特·斯特恩日前说,中国政府在国有企业改革中应放弃“补贴”而选择“竞争”。他说,现在关于企业改革的大辩论,还主要集中在“所有权”问题上。但是应该明智地看到,中国国有企业的基本问题是效益,即如何应用商业原则。他认为,中国经济根本经不起低效率企业对它的拖累。因此,在补贴与竞争之间根本没有“第三条路”。
According to the “China Business News” reported on May 13, Ernest Stern, deputy governor of the World Bank, said recently that the Chinese government should give up “subsidy” and choose “competition” in the reform of state-owned enterprises. He said that the current major debate on corporate reform is still focused on the issue of “ownership.” However, it should be wisely seen that the basic problem of Chinese state-owned enterprises is the effectiveness, that is, how to apply commercial principles. He believes that the Chinese economy simply cannot withstand the drag of inefficient companies. Therefore, there is no “third way” between subsidies and competition.
