传统的公务员制度已经不适应当前全球化、信息化的时代,在“新公共管理运动”中,以绩效为导向的公务员制度也应运而生。“和谐社会”和服务型政府的构建使得我国现在的公务员制度越来越不适应。本文阐明了以纯净为导向的公务员制度的特征,并我国构建以纯净为民向的公务员制度的必要性和意义,最后对如何构建我国以绩效为导向的公务员制度这个命题提出看法。
The traditional system of civil servants has not adapted to the current era of globalization and informationization. In the “New Public Management Movement,” a performance-oriented civil servant system has also emerged. The construction of “harmonious society” and service-oriented government make the current civil servant system in our country more and more unfit. This paper illustrates the characteristics of a purely civil servant system and the necessity and significance of building a civil servant system based on pure people in our country. Finally, I put forward my opinion on how to build a performance-oriented civil servant system in China.
