完善政府绩效评估体系是实现“两高一少”目标的重要途径,是上海市“十二五”期间政府自身建设的重要内容。以科学发展观为指导,通过在评估对象的分类、评估内容的设计、评估指标的设置、评估方法的选择、评估过程的强化、评估结果的运用等方面进行全方位的大胆创新,形成“目标、责任、督查、考核、结果运用”五位一体、有机结合的政府绩效评估体系。
Perfecting the government performance evaluation system is an important way to achieve the goal of “two highs and one low” and an important part of the government’s own construction in Shanghai during the “Twelfth Five-year Plan” period. Guided by the scientific concept of development, we conduct a full range of bold innovations in areas such as the classification of appraisers, the design of appraisal contents, the setting of appraisal indicators, the selection of appraisal methods, the enhancement of the appraisal process and the application of appraisal results to form a “ Goals, Responsibilities, Inspection, Assessment, Results Use ”Five in one, the organic combination of government performance evaluation system.
