[目的]通过分析重庆在推进基本公共卫生服务均等化中存在的问题和难点,有针对性地提出政策建议。[方法]查阅并分析重庆市卫生统计年鉴(2003～2007年)、第3次全国卫生服务调查重庆市数据资料。[结果]推进重庆基本公共卫生服务均等化,还面临着政府对公共卫生服务重视不够、公共卫生服务体系不健全以及城乡服务能力和获得服务的机会不均等、投入还存在明显差距等问题。[结论]推进基本公共卫生服务均等化,要从落实政府在基本公共卫生服务上的主导责任、完善基本公共卫生服务体系、建立持续稳定的财政投入机制、基层医疗卫生服务机构的人才引进和激励机制、运行机制、绩效考核评价机制等方面着手。
[Objective] By analyzing the existing problems and difficulties in promoting the equalization of basic public health services in Chongqing, the paper put forward policy recommendations in a targeted manner. [Methods] The data of Chongqing Municipality from 2003 to 2007 and the 3rd National Health Service were surveyed and analyzed. [Results] To promote the equalization of basic public health services in Chongqing, but also face the government insufficient attention to public health services, public health service system is not perfect and urban and rural service capabilities and access to services unequal opportunities, there are still significant gaps in input and other issues. [Conclusion] To promote the equalization of basic public health services, we should perfect the basic public health service system by implementing the government’s leading responsibilities in basic public health services, establish a sustained and stable financial input mechanism, introduce and motivate talents in primary medical and health service institutions Mechanism, operation mechanism, performance appraisal and evaluation mechanism and so on.
