警察服务职能的完善需要社会上的第三方组织参与,并发挥积极的作用,而警察服务职能的民营化就是政府将原本由警察机关承担的服务责任出让给民营部门,由民营部门来提供公共服务,而该民营部门——股份有限公司在行业协会的指导下完成相应的工作任务,最后由政府部门负责买单。本文将从公共选择理论指导警务外部改革,警察服务职能的范围,警察服务职能民营化的优点和主要形式等方面对警察服务职能的完善进行理论探析。
