本文首先指出,半个世纪以来,被泥沙淤死的大小水库,真是不少!但必须看到,在“调水调沙”等现代理论与技术面前,上述情况已属历史陈迹。针对泥沙问题,已不是全然无能为力,而是掌握一定的主动权。接着简述三峡工程泥沙问题的重点、难点;并阐明了解决问题的基本途径——以水库调度为主,结合整治工程,必要时辅以机械清淤。这一认识,系基于我国三十多年来处理泥沙问题正反两方面的经验,并为最近五年以来深、广度基本够用的实测资料为基础的大量试验计算分析成果所证实。从而得出结论:泥沙专家组全部成员签字同意的论证报告中的“三峡工程可行性阶段的泥沙问题经过研究,已基本清楚,是可以解决的”一语,是可以信赖的。
First of all, this article points out that for half a century, the size of silt damped reservoirs is really quite a lot! But we must see that in the face of modern theories and technologies such as “water and sediment adjustment”, the above is a historical document. For the problem of sediment, it is not totally powerless, but a certain initiative. Then, it briefly states the key and difficult points of the sediment problem in the Three Gorges Project. It also explains the basic ways to solve the problem - mainly reserving reservoirs and combining with remediation works, supplemented by mechanical dredging if necessary. This understanding is based on the positive and negative experiences of dealing with the sediment problem in our country over the past thirty years and is confirmed by the extensive experimental calculation and analysis results based on the measured data of sufficient depth and breadth of the past five years. It is concluded that the argument that the sediment expert at the Three Gorges Project feasibility study stage has been basically clear and resolvable has been credible in the demonstration report signed by all members of the sediment expert group.
