In 1926, Chen Yi-xi, a returned overseas Chinese, boldly proposed a “briefing on the opening of the Tonggu commercial port” to establish a “special autonomous zone” (equivalent to the present “special economic zone”), and outlined a grand blueprint for developing business and trade and rejuvenating the local economy. The opening of the “Bronze Merchants Trade Port Briefing” outlines the basic outline of the Tonggu Merchants Tower as a special economic zone. With regard to the purpose of setting up districts, Article 1 of the “Brief Rules” stipulates that its purpose is to “recruit all nations and set up trade ports.” It is entitled “the Tonggu commercial port.” The economic purpose of setting up districts is very clear and fully complies with the basic characteristics of the SAR. In the letters from 1924 to 1925 and the announcements in Chinese and English newspapers, Chen Yixi had repeatedly stated that the Tonggu commercial port would be a free trade port. It is a special administrative district with full economic autonomy. He hoped to attract investment from all countries, especially the United States, to draw Hong Kong trade to the copper drums and eventually to replace Hong Kong’s status as an international trading port. The SEZs isolation has kept the SEZ relatively independent and manageable. Article 1 of the “Brief Rules” states: “It consents to the record of the Chinese government and draws out Tong’gujiao as a special autonomous region where Xinning and Chixi adjoin.” Tonggujiao is located in the southeast of Taishan County with excellent geographical conditions.
