美国总统布什于2006年4月18日签署其第13398号总统令,任命组建全美数学顾问小组(National Mathematics Advisory Panel),以对美国数学教育的现状进行调查并提出改革建议。顾问小组由德克萨斯大学(Austin)名誉校长、休斯顿Endowment公司总裁福尔克纳(Larry R.Faulkner)任主席,其20位成员系来自于哈佛大学、康内尔大学、加州大学伯克利分校等大学和卡内基基金会等机构的专家教授以及一线中小学的教师。顾问小组在其成立之日至最终报告完成期间,查阅了超过16000本研究著作和政策报告及160家组织和机构的有关书面材料,收到过110份公众的咨询建议,并对近750名在职代数教师的调查结果进行了分析。顾问小组还召开了10余次专题会议,并就某些专题如概念性知识与技能、学习过程、教学实践、评估、教学材料、教师与教师教育等进行研讨。在历经20多个月的工作后,顾问小组于2008年3月13日向美国教育部正式提交了名为《成功的基础——全美数学顾问小组最终报告》(National Mathematics Advisory Panel.Foundations for Success:The Final Report of the National Mathematics Advisory Panel,U.S.Department of Education:Washington,DC,2008)。在美国尤其关注“科学、技术、工程和数学教育”(STEM education)的今天,《成功的基础》报告的问世更显示出美国对学校课程改革的高度重视[美国关注科学、技术、工程和数学教育的宏观背景可参见赵中建所撰“用立法确保人才培养和教育创新——《美国竞争法》教育条款评析”一文(《全球教育展望》2007年第9期)]。我们特将该报告的摘要部分译出刊登于此,以飨读者。
US President Bush signed his Presidential Decree No. 13398 on April 18, 2006, setting up a National Mathematics Advisory Panel to investigate the current status of mathematical education in the United States and propose reforms. The panel is chaired by Honorary President Austin and Larry R. Faulkner, president of Houston Endowment Inc. The 20 members are from Harvard University, Cornell University, the University of California, Berkeley Other universities and institutions such as Carnegie Foundation experts and teachers of first-line primary and secondary schools. From the date of its establishment to the completion of its final report, the Advisory Panel has reviewed more than 16,000 research publications and policy reports and relevant written materials from 160 organizations and agencies. It has received 110 public inquiries and has advised nearly 750 incumbents Algebra teacher survey results were analyzed. The advisory group also held more than 10 special sessions and conducted seminars on selected topics such as conceptual knowledge and skills, learning process, teaching practice, assessment, teaching materials, teacher and teacher education. After more than 20 months of work, the Advisory Group formally submitted to the U.S. Department of Education on March 13, 2008 a document entitled “The Foundation of Success - The National Mathematics Advisory Panel. Foundations for Success: The Final Report of the National Mathematics Advisory Panel, US Department of Education: Washington, DC, 2008). Today, with the United States paying particular attention to STEM education, the advent of ”successful foundation“ reports shows that the United States attaches great importance to the reform of school curricula.
