近几年我国改革开放中的人才流动,打破了发往统一分配,一订终身和某些用非所学,人才“积压”等不尽合理的人才管理格局,为广大专业人员的合理使用,发挥其潜在的积极性和创造性,促进改革开放,发展生产建设起到了积极的作用.特别是对第三产业的外贸、金融、旅游、房地产、保险、信息咨询等行业,以及沿海开放地区、乡镇企业的发展壮大,发挥了极其重要的作用.由于我国经济的区域性发展不平衡,地方经济基础差异大,加上改革不配套,宏观控制不严,使地区之间,行业之间,各种不同经济成份的企业之间的实际劳动报酬不同,工资以外的奖金、补贴等物质报酬差距更大,出现了地区之间,行业之间,同一地区不同所有制企
