在现代市场经济条件下,市场自动机制和政府调控机制相互影响、缺一不可.任何发展模式的生成和发展,都离不开政府公共管理和治理模式的创新.30年改革开放,使中国进入了发展方式转变和社会结构转型的关键时期,迫切要求创新政府管理模式.无锡以其生动而丰富的实践,深入推进由"政治统治型政府"向"经济建设型政府",进而向公共服务型政府的根本转变,不断丰富和拓展中国公共管理的理论和实践.
