安阳市万金渠灌区属省大型灌区之一,已有1300多年的历史,以引水灌溉、补源、防洪、排涝造福于民、“其利不下万金”而得名。灌区西部分南北两岭,属浅山丘陵地区,东部为冲积平原,属黄河故道。现有万金、漳南、五八、胜利四大总干渠,灌区的钢筋砼渡槽大部分是在60年代前后修建的,许多工程已超过或接近设计使用年限,年久失修,损坏严重,少数工程已报废或失效。据对灌区46座渡槽调查统计,老化严重的13座,失效的11座,报废的12座,部分重建和改建的渡槽占总数的78%左右,而且随着运行时间的延伸,工程的老化问题日趋严重。经过调查发现,有些渡槽运行30～40年工程还基本完
