笔者认为事业单位改革的本质就是由公共产品产权制度的改变所引起的事业单位内部治理方式的转变和政府治理结构的转型。本文从制度经济学的角度分析公共产品供给方式的演变和相关制度变迁,试图厘清事业单位改革的内在动因和政府治理结构转型这两个问题。 The author believes that the essence of the reform of public institutions is the change of the internal governance of the institutions caused by the change of the public property system and the transformation of the governmental governance structure. This article analyzes the evolution of public goods supply and the changes of related systems from the perspective of institutional economics, attempting to clarify the internal motivation of institutional reform and the transformation of government governance.
