第一条为了加强资产评估机构管理,搞好国有资产评估工作,维护资产所有者和经营者的权益,特制定本办法。第二条国家国有资产管理局下设国有资产管理局评估中心负责组织、领导和监督中央管辖的国有资产评估,并指导全国国有资产的评估工作。地方各级国有资产管理部门、或由其授权的部门负责组织、领导和监督本级政府管辖的国有资产评估工作,并指导下级国有资产评估工作。国家和省、自治区、直辖市、计划单列市国有资产管理部门负责国有资产评估机构的资格审查,并颁发资产评估资格证书。 Article 1 These Measures are formulated in order to strengthen the management of asset evaluation agencies, improve the assessment of state assets, and safeguard the rights and interests of asset owners and operators. Article 2 The State-owned Assets Supervision and Administration Commission under the State Assets Administration Bureau is responsible for organizing, leading and supervising the assessment of state assets under the central jurisdiction and for guiding the assessment of state-owned assets throughout the country. Local state-owned asset management departments at various levels or departments authorized by them shall be responsible for organizing, leading and supervising the assessment of state-owned assets under the jurisdiction of their respective governments and for guiding the assessment of lower-level state-owned assets. State and state-owned assets management departments of provinces, autonomous regions, municipalities directly under the Central Government, and cities under separate state planning shall be responsible for the qualification examination of state-owned assets appraisal institutions and issue qualification certificates for assets appraisal.
