《传染病防治法》规定,国家对儿童实行预防接种证制度。为了保证每一个儿童都能得到及时的免疫接种,我们在全市农村计划免疫工作中,推行了“双卡一证制”。所谓“双卡一证”。系指每名预防接种适龄儿童均有一式二份的预防接种记录卡(以下简称“卡”)和一本预防接种证(以下简称“证”)。其中一张卡放在接种门诊点处,由村卫生室医生负责保管;另外一张卡放在该村所属的乡卫生院防保科(组)处,由防保医生管理;证则交由儿童家长保存。每次接种完毕,证由乡村医生填写后交给家长,所有卡填好后,报乡卫生院,由乡卫生院登记后交回村卫生室。在实际工作中,我们发现“双卡一证制”在农村的计划免疫工作中发挥了具大的作用。其优点在于: 1.实行了双重管控。乡卫生院能随时了解到辖区内各村乃至每名适龄儿童的预防接种情况,及时提供依据,当好政府参谋部门,村卫生室一方面能掌握住全村儿童的建卡接种情况,另一方面要受到乡卫生院和儿童家长的双向监控。

The township health centers can keep abreast of the vaccination status of each village and every school-age child in the area, provide timely basis, be a good government staff, and the village clinic can control the inoculation situation of the children in the whole village. It is subject to two-way monitoring by township health centers and children’s parents.
