“Talent Strategy” is one of the major strategies clearly pointed out by the Central Government in formulating the “13th Five-Year Plan”. Therefore, based on the characteristics of the electrician-built scientific and technological innovation team, this paper explores and puts forward suggestions on how to cultivate and encourage innovative science and technology talents. The 18th CPC National Congress has made major plans for the implementation of the innovation-driven development strategy. It emphasizes that scientific and technological innovation is a strategic support for raising social productivity and overall national strength. It is imperative to find qualified personnel in innovative practice and cultivate qualified personnel in innovative activities. To unite talents, we must energetically cultivate and create innovative science and technology talents with ample scale, reasonable structure and high quality.
