迟浩田总参谋长,赵南起部长要求全军部队,要从稳定部队、提高战斗力的高度,充分认识抓好农副业生产,加强基层生产生活管理,不仅具有经济意义,而且具有政治意义;不仅是现实需要,而且是长期方针,具有战略意义。要发扬自力更生、艰苦奋斗的精神,坚持面向基层、为基层服务的正确方向,把基层生产生活纳入部队整体建设的轨道,结合落实《军队基层建设纲要》,把全军的农副业生产和基层生产生活管理提高到一个新的水平。
