文章构建了区域科技成果转化能力评价指标体系,并以福建省为例采用主成分分析法对“十一五”期间福建省科技成果转化能力进行了评价分析,在此基础上剖析了制约福建省科技成果转化能力的关键影响因素。通过研究发现:“十一五”期间,福建省的科技成果转化能力整体呈逐年迅速上升趋势,其中科技成果转化条件和支撑能力表现较好,而科技成果转化效果还不尽如人意。促使福建省科技成果转化能力提升的关键影响因素有六个:专利发明与创造的加快、技术市场的发展、社会劳动生产率的提高、大中型工业企业研发活动的加快及销售收入的增加、研发经费与人员投入的增加、高技术产品出口的增加。
This paper constructs the evaluation index system of regional scientific and technological achievements transformation ability, and takes Fujian Province as an example, uses principal component analysis to evaluate and analyze the ability of scientific and technological achievements transformation in Fujian Province during the “Eleventh Five-Year Plan” period. On this basis, Key Factors Affecting the Transformation Ability of Scientific and Technological Achievements in Fujian Province. Through the research, we found that: during the 11th Five-Year Plan period, the ability of scientific and technological achievements transformation of Fujian Province showed a rapid upward trend year by year. Among them, the conditions for transformation and support of science and technology achievements were better, and the results of scientific and technological achievements were not satisfactory. There are six key factors influencing the ability to transform science and technology achievements in Fujian Province: the acceleration of patent invention and creation, the development of technology market, the improvement of social labor productivity, the acceleration of R & D activities of large and medium-sized industrial enterprises and the increase of sales revenue, With the increase in personnel input, exports of high-tech products increased.
