几乎无人否定这样一个事实:几十年来,我国的体育体制,是一种行政型、供给型的管理体制。这种体制依赖国家财政拨款,依靠行政方式管理,不讲投入产出效益。其表现是,在体育事业目标的制定和事业成果方面缺乏经济观点,忽视经济效益;习惯躺在国家财政上吃“大锅饭”,很少考虑节支、挖潜、开源;器材乃至房屋缺乏定额管理,消耗不做核算。近几年,体育界虽然开始注重体育的经济效益,但仍存在着只讲“投入”忽视“产出”的问题,手持一本糊涂账的现象颇不少见。
Almost no one has denied the fact that for decades, the sports system in our country is an administrative and supply-oriented management system.
