坝系相对稳定是指在特定暴雨洪水频率下能保证坝系工程的安全，在另一特定暴雨洪水频率下，能保证坝地作物不受损失或少受损失，沟道流域的水沙资源能得到充分利用，泥沙基本不出沟，后期的坝体加高维修工程量小，群众可以承担。根据实地调查分析，防洪保安全的标准可以定为50～100年一遇，保收标准可定为10～20年一遇，根据以上条件，当坝地面积达到该流域面积的1／15～1／20即可达到相对稳定，达到1／20～1／30即可满足保收要求。
