战后五六十年代,苏联、东欧经济发展曾经历了较为顺利的发展时期,年经济增长率大都在6~10%,只是农业生产增长慢一些。70年代,苏联、东欧各国经济发展势头开始减慢,尤其70年代后期,经济增长速度明显下滑,但仍能维持低速增长。80年代上半期,东欧一些国家主要基本建设投资方面出现了较大滑坡,波兰的经济发展出现了负增长。到了80年代末,尤其是90年代开始,整个苏联、东欧经济则出现全面严重衰退,各国主要经济指标,几乎无一例外地呈现负增长局面。
