二战以来,世界各国政府在面对全球化趋势、摆脱管理危机、信任危机和财政危机同时,掀起了一场遍及全球的政府绩效管理的理论研究和实践运动。随着行政管理体制改革的深入以及为了提高政府的执行力和公信力,政府绩效管理问题同样成了中国各级政府和学者们普遍关注的焦点,行政评价制度就是其中的一个核心问题,各级政府与有关部门以及理论界都正在进行不同程度的尝试和探索。
