卢沟桥事变发生后不几天,蒋介石曾指示外交部针对日本的侵略发表一个声明。当时,北平冀察当局已和日军签订了停战协定。外交部认为,地方政府已与日军签订和平协定,而中央政府却在调兵遣将宣布对日作战,显得中央与地方互不协调。外交部最后作出的决定是:不宣战,不绝交。其理由是:如果宣战,日本可以交战国的身份通知各国禁输—切军需品入中国;中国没有能力保护外国援华物资由海上运往中国;中国在日本的侨民将被驱逐或拘捕。总之,不宣战,不绝交,中国仍可保持对日关系的状态。
Not long after the Lugouqiao Incident, Chiang Kai-shek directed the Foreign Ministry to issue a statement on Japan’s aggression. At that time, Peiping Hejian authorities have signed a truce agreement with the Japanese. The Ministry of Foreign Affairs believes that the local government has signed a peace agreement with the Japanese army, while the Central Government has deployed its troops to declare war on Japan, which appears to be incompatible with the Central Government. The final decision of the Foreign Ministry is: Do not declare war, never give up. The reason for this is: If the war is declared, Japan can notify all countries of the ban on their identity as belligerents; China is incapable of protecting its foreign aid supplies to China by sea; and its Chinese expatriates in Japan will be deported or arrested. In short, China can still maintain the status of its relations with Japan without declaring war or turning OFF.
