基层单位建立综合档案室,就是将一个单位里的文书、会计、基建、科技和其它专业档案集中起来统一管理和提供利用,而建立的机构,并形成管理网络和制度。建立综合档案室,可以改变档案分散保存管理的现状,符合《档案法》的规定,也符合各单位发展需要。以医院为例。随着卫生科研事业的发展,档案种类数量大大增加,需要采取有效的措施,加强对档案的管理。建立综合档案室就是一条切实可行的出路,它有如下好处:一是综合档案室是档案工作发展的产物。它的建立对宣传贯彻《档案法》、统一管理好本单位的档案,保证各种档案的齐全完整奠定了良好基础。二是集中了本单位的全部档案信息,克服了档案分散管理所造成的种种局限,使档案能更好地为单位各项工作服务,进而扩大档案工作的影响,有利于档案工作的继续发展。三是档案集中保管,便于开展保护工作,切实维护档案的齐全完整与安全,为国家积累档案财富。
