“民主”一词在现代政治中被广泛应用,甚至已经成为现代政治文明的代名词。从希腊文原义看,“民主”就是指“人民的权力”.或者说,“民主”是指“由人民直接地或通过分区选出的代表来治理、统治。”广义的“民主”是一种通过预定程序按照“多数原则”做出和修改决定的过程,是一种有序的理性的行为,而绝不是那种无政府主义的乱哄哄的“大民主”。“多数原则”实质上就是集中和服从多数人意见的过程。“大民主”则是各行其是,各唱其调,混乱无序,强调了个人的充分自由而忽视了整体的协调统一,与文明社会是不相容的。可见,在一个正常的社会环境中,讲到民主,就必然要有
