法兰西第五共和国宪法规定了总理主导的政府体制,但宪法也为总统僭取总理的权力提供了可能;在实际政治运作过程中,总统和总理之间一直呈现一种“强”的总统和“弱”的总理的权力失衡状态。之所以造成这种权力失衡状态,一个很重要的原因是:法国总统不仅掌握着自己的政治性权力资源,而且还能够控制属于总理的行政性权力资源;同时,法国总统和总理各自不同的决策范围也影响并进一步强化了这种权力失衡状态
