目前,我国农村投递人员占全国邮政生产人员总数的三分之一以上。如何有效地提高乡邮劳动生产率,减少农村投递劳动力的浪费,对进一步降低邮政生产成本,提高经济效益,有重要意义。农村投递水平,一般指自投深度和班期而言。投递水平的高低与乡邮人数多少互为制约,即在同等行程和行走时间的条件下,投递越深,班期越密,需要人力越多,生产成本就越高。因此,我们在研究定员标准和投递水平问题时,务必持唯实态度,做到量力而行。就是说,一要承认城乡用邮的差别,缩小这个差别要有过程和条件;二要全面核算,力争大部分地区实现微利;边远地区也应做到不亏损或少亏损。否则,如果不计盈亏,把农村投递水平定得过高,这就会影响经济效益,不利于企业扩大再生产。
