随着社会经济的不断发展,新型犯罪方式不断涌现,政府需要充足的治安人员维护社会稳定,打击违法犯罪活动。辅警队伍应运而生。因此辅警在协助公安机关维护社会治安稳定等方面发挥了重要的作用,对解决当前的警力不足的现象有显著的缓解作用。但是,新时代的辅警队伍建设仍然存在着方方面面的问题。2016年年初,中央全面深化改革领导小组通过了《关于规范公安机关警务辅助人员管理工作的意见》。从整体情况看,各地区辅警定位不明确、招录体制标准不规范、管理机制不健全、工资福利保障力度有了明显改善。但由于经济水平的发展差异,全国各地辅警制度五花八门。所以公安机关要想规范化建设辅警队伍要从根本上解决这四个问题:明确辅警的社会定位、规范统一辅警的招录体制、健全辅警队伍管理机制、保障辅警的工资福利待遇。

Judging from the overall situation, the positioning of Auxiliary Police in various regions is not clear, the standard of recruitment system is not standardized, the management mechanism is not perfect, and the wage and welfare guarantee has been significantly improved. However, due to differences in the development of the economy, auxiliary police systems across the country are widely varied. Therefore, in order to standardize the construction of auxiliary police teams, the public security organs should fundamentally solve these four problems: clarifying the social orientation of auxiliary police officers, standardizing the recruitment system for unified auxiliary police officers, perfecting the management mechanism of auxiliary police teams, and ensuring the wages and benefits of auxiliary policemen .
