江泽民同志在党的十五大报告中指出:“国家将从多方面采取措施,加大扶贫攻坚力度,列本世纪末基本解决农村贫困人口的温饱问题”。这不仅是一项艰巨的经济任务,也是一项重要的政治任务。作为楚雄州政治、经济和文化中心的楚雄市,经济要腾飞,必须从根本上解决山区的脱贫问题。如何加大扶贫力度,提前完成国家“八七”扶贫攻坚计划,率先脱贫致富,实现小康目标,这既是我们一切工作的重中之重,也是党的十五大赋予我们义不容辞的历史责任。一、楚雄市十年扶贫工作的基本估价楚雄市现有总人口44.5万人,其中农业人口33.9万人,人均有耕地1.13亩,辖19个乡(镇),152个村(办),2863个合作社,国土面积4404平方公里,居住着彝、回、白、苗等少数民族,其中少数民族人口92281人,占总人口的20%。19个乡(镇)中,9个属于山区,10个属于半山区和坝区乡(镇),山区面积占85%以上。 1986年经楚雄州委、州政府批准,楚雄市有61个村(办)列为贫困对象,它们分布于17个乡

I. Basic Evaluation of Chuxiong’s 10-year Poverty Alleviation Work Chuxiong currently has a total population of 445,000, of which agricultural population is 339,000. The per capita arable land is 1.13 mu. It administrates 19 townships (towns), 152 villages (offices), 2863 A cooperative, with a land area of 4,404 square kilometers, lives in ethnic minorities such as Yi, Hui, Bai and Miao, of which ethnic minority population is 92,281, accounting for 20% of the total population.
