青岛港务局自1989年实行局长负责制以来,在进一步理顺改革思路,不断深化企业内部改革,逐步建立适应市场经济需要的现代企业制度的过程中,在劳动制度改革方面,实行了以全员劳动合同制为主要内容的劳动、工资、社会保险制度综合配套改革。1992年4月实行了全员劳动合同制;在普遍实行工资总额同经济效益挂钩办法的基础上,全面推行了岗位技能工资制;在职工退休费参加社会统筹的基础上,对职工实行了补充养老保险,在全港进行了医疗费用管理改革。通过逐步深化三项制度改革,极大地调动了广大职工的积极性。一个以岗位靠竞争、报酬靠贡献、管理靠合同的新型劳动工资制度,正在全港稳步建立起来,有力地促进了港口工作,经济效益逐年提高,成为青岛港历史发展的最好时期。
Since the implementation of the director responsibility system in 1989, Qingdao Port Authority has taken the following measures to further rationalize the reform, deepen the reform within enterprises and gradually establish a modern enterprise system that meets the needs of the market economy. In the labor system reform, Labor contract system as the main content of labor, wages, social security system comprehensive reform. The full-time labor contract system was implemented in April 1992; on the basis of the universal practice of linking gross wages with economic benefits, the full-scale implementation of the post-skilled wage system; and the supplement of staff on the basis of participation of employees’ retirement benefits in social co-ordination Endowment insurance, medical fee management reform in Hong Kong. By gradually deepening the reform of the three systems, it has greatly mobilized the enthusiasm of the broad masses of workers and staff. A new wage system based on competition by post, contribution by rewards and management by contract is being steadily established in all parts of Hong Kong. It has effectively promoted the work of the port and its economic efficiency has been increased year by year and has become the best period for the historical development of Qingdao Port.
