当前,事业单位在我国社会经济生活中已经形成了一种时期与经济发展历程的特殊性,事业单位存在一些职能定位的模糊不清、单位内部的结构混乱以及缺乏有效的激励竞争体系,并且在资源的利用方面也出现了一些非包容性等方面的问题。事业单位年终绩效工资改革是事业单位一项非常重要的工作,它关乎到事业单位的公平竞争以及整体的工作效率。事业单位绩效工资的包容性主要是在事业单位的内部和外部环境和谐统一的基础之上,不断缩小事业单位的收入差距,以此来达到人与人之间的公平竞争和发展。
At present, institutions have formed a special period in the social and economic life of our country and the course of economic development. Institutions have some ambiguities in function orientation, internal organizational chaos and lack of an effective incentive competition system. There have also been some issues of non-inclusiveness in the utilization of resources. Institutional Year-end Performance Wage reform is a very important undertaking for public institutions. It relates to the fair competition among institutions and the overall efficiency of work. Inclusiveness of performance pay of public institutions is mainly based on the harmonious and unified internal and external environment of public institutions, and continuously narrows the income gap among public institutions so as to achieve fair competition and development among people.
