山东省新泰市地处鲁中泰沂山区,是一个以煤炭工业为主的新兴工矿城市。全市27个乡(镇、办事处),912个行政村;总人口131万人,其中非农业人口22万人;总面积1945.6km~2,其中水土流失面积占74.1％,是山东省水土流失重点治理县(市)。为探索水土保持发展经济的路子,我市以一座中型水库——东周水库库区的综合治理开发为起点,充分利用境内的山、水资源,科学规划,协作开发,大力发展观光型流域经济。自1992年以来,全市共投入资金6990万
