公共租赁住房的可支付性与租户的收入状况、套型面积、租金水平等有着密切的关系,租户可负担房价与公共租赁住房的内在价值决定了租户可支付能力的大小。基于此,本文提出了公共租赁住房可负担能力指数,结合深圳、常州、北京和青岛等城市公共租赁住房的试点情况,依据各地实践中所限定的保障对象、收入水平、套型面积和租金标准进行了公共租赁住房的可支付性研究。实证研究表明,现行公共租赁住房租金标准设定过高。同时,限定收入区间中申请家庭的住宅支付能力呈现“高收入部分明显优于低收入部分”的特点,且随着申请家庭人数的增加,限定收入区间上限、下限对应申请家庭的公共租赁住房负担能力指数之差呈扩大之势,即3人申请家庭的住房支付能力明显优于2人和1人申请家庭的住房支付能力,住房支付能力呈不均衡的分布态势。
The affordability of public rental housing is closely related to the tenants’ income status, housing area and rent level.
