出于对矿物燃料引发全球气候变化的担忧,加之改进后的核能技术其安全性逐渐被认可,人们对发展核能的态度正在发生着变化——在今后数10年中,全球的电能消耗可望倍增;而西方国家在20世纪60 ̄70年代建造的许多发电厂已接近其设计寿命,加之对进口石油和天然气依赖性增加的担忧和其排放物引发的全球变暖,在许多政府看来,要想解决这一难题,发展核能是唯一的出路。
