公路项目建设管理具有复杂系统的特征,从与传统管理不同的管理视角来观察,试图获取更有效的管理方法。从对建设管理项目的组织结构模式和合作管理机制的认识入手,分析了该系统的管理控制需求,探讨了现阶段管理思想和手段对于该系统的适宜性,进而引出了面向问题的管理理念,并将之利用到公路建设管理工作中,设计了管理的内容、范畴和基本程序,举例示范了问题管理理论和手段的具体应用,最后对应用的效果采用检查和评估的方式进行了说明,以论证问题管理思想的应用可行性。
The construction management of highway project has the characteristics of complex system, from the perspective of management different from the traditional management, trying to obtain a more effective management method. From the understanding of the organizational structure model and cooperative management mechanism of construction management project, this paper analyzes the management and control requirements of the system, discusses the suitability of the management thinking and means for the system at this stage, leads to the problem-oriented management concept, And use it to the management of highway construction.
