大部制改革是一个完整的系统.政府在大部制改革中应该注意培养和完善非营利组织,发挥非营利组织的作用。本文分析了国外大部制改革中非营利组织的作用,同时提出我国大部制改革应加强非营利组织建设。另外,完善非营利组织也要有新的思路,应在培养其公信力、创新经费供给模式和优化组织构成方面采取措施。 Most departmental reform is a complete system, and in the reform of most departments, the government should pay attention to cultivating and perfecting non-profit organizations and playing the role of non-profit organizations.
